Since the introduction of Fire Risk Assessments in 2005, outlined in The Regulatory Reform (Fire Safety) Order, businesses, organisations, and landlords have a responsibility to carry out a Fire Risk Assessment of their premises. The responsibility for fire safety now lies solely with the ‘responsible person’, this is usually the owner of the business or person in charge of an organisation. The government have provided free downloadable guides for different industries and building types. These guides are designed to assist the responsible person to fulfil their responsibilities and recommend the minimum standards in terms of fire safety products which should be installed for that premises.
Businesses are given a great deal more freedom when deciding their best fire safety provisions but should something go wrong or if the risk assessment is only done superficially, there can be heavy fines for the responsible person. Businesses with more complex buildings and processes should consider using an external fire risk assessor, to ensure that all fire safety aspects have been covered and not overlooked.

Fire Strategy and Fire Risk Assessments are very a like with some very key differences.
Fire Strategy, in general, is done prior to the construction of a building and completed alongside the architect. This being said, Fire Strategies can be completed retrospectively on older buildings to provide a complete fire safety perspective of a premises. The Fire Strategy looks at the construction of the building and what it is made from, all escape routes and how they can accommodate the number of people in an emergency, the passive fire elements of the construction, and is a basis for an accompanying Fire Risk Assessment.
A Fire Risk Assessment is a legal responsibility of a business or organisation to be carried out regularly to ensure that all firefighting, warning systems, and preventative measures are in place in regards to fire safety.
