If your building doesn’t currently have a fire strategy, you may have gaps in the plan covering the safe occupancy and operation of your building. Whilst it is not a direct legal requirement to have a fire strategy it can be fundamental in supporting on-going fire risk assessing which is a legal requirement. A fire strategy is specific to your premises and a highly-trained engineer will analyse in detail the way in which fire could spread throughout your building. This detailed information is then used to form a strategy for passive fire protection, warning systems, escape, management and fire service requirements.

What is included in a fire strategy report?

  • Means of warning

    • Looking at the fire detection system as a whole including sensors and activation points. This includes if there is a direct link to the local Fire & Rescue Services without the requirement to call 999, and if the site is left unoccupied such as overnight.
  • Means of escape

    • Ensuring that travel distances to any final exit is as short as possible and takes you to an ultimate place of safety. As well as being sufficient for all persons at risk.
  • Passive fire protection

    • Built into the construction of the premises, passive fire includes aspects of the building that assists in stalling the spread of fire throughout the property including fire doors, intumescent material around penetrations and joints in its construction.
  • Protection against external fire

    • Looking at the external construction of your building, including aspects such as cladding, how it could spread across a rooftop, as well as how a fire could breakout and spread / transfer to / from a neighbouring property.
  • Access for Fire & Rescue Services

    • A look into how emergency vehicles can gain access, and if there is any access to nearby fire hydrants. As well as looking a potential requirement for rising fire mains, access points, and firefighting lifts.
  • Fire safety management systems

    • Ensuring that the evacuation strategy is appropriate and that all aspects of fire safety training is up to date, including being implemented by on-site employees. This includes maintenance and testing of early warning systems, fire door checks, and arranged planned preventative maintenance.

Who can do a fire strategy?

A fire strategy plan must be developed by a fully qualified and competent assessor, preferably someone accredited as a fire risk assessor or fire engineer. They should possess an appropriate level of expertise for assessing complex buildings or those requiring a more engineered approach. Competency can be demonstrated through high-level memberships to organizations like the Institution of Fire Engineers (IFE), the Institute of Fire Safety Managers (IFSM), or by being a Chartered Fire Engineer or a Tier 3 Risk Assessor.

When do you need a fire strategy?

For new buildings or those undergoing a change of use, the fire strategy is usually created before construction begins, alongside the architects’ drawings. This plan plays a crucial role in shaping decisions about the building's structure, ensuring fire safety features like adequate escape routes, detection and warning systems, access points for firefighters, and sufficient passive fire protection are in place.

Moreover, fire strategies can also be retroactively applied to older buildings to assess how fire might spread and to inform further fire safety planning and mitigation measures. The fire strategy will serve as a foundation for an accompanying Fire Risk Assessment, which is legally required for all businesses and organizations, regardless of size. Regular assessments ensure that all firefighting and warning systems, as well as preventative measures, are up to standard in regards to fire safety. By using both the fire strategy and fire risk assessment together, a comprehensive approach to fire safety is achieved.

Who needs a fire strategy?

Not everyone requires a fire strategy plan. A fire strategy plan is often used as a means for gathering a package of fire safety information required by Building Regulations (Regulation 38) for new buildings or premises undergoing a change of use. A retrospective fire strategy can also be used as a basis for informing all other decisions about fire safety in older or more complex buildings.
