Should a fire risk assessment be carried out by the landlord or tenant?

For residential accommodation, landlords are responsible for performing or appointing someone to conduct a fire risk assessment of their properties, whether this be an HMO or block of flats. If any changes are made to the property, the landlord is responsible for ensuring that the fire risk assessment is updated appropriately.
