{"id":9800,"date":"2021-11-26T13:29:26","date_gmt":"2021-11-26T13:29:26","guid":{"rendered":"https:\/\/www.safelincs.co.uk\/blog\/?p=9800"},"modified":"2025-08-27T09:16:27","modified_gmt":"2025-08-27T09:16:27","slug":"new-regulations-announced-for-smoke-and-co-alarms-in-social-housing","status":"publish","type":"post","link":"https:\/\/www.safelincs.co.uk\/blog\/2021\/11\/26\/new-regulations-announced-for-smoke-and-co-alarms-in-social-housing\/","title":{"rendered":"New regulations announced for smoke and CO alarms in social housing"},"content":{"rendered":"\n<p>The <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-levelling-up-housing-and-communities\" target=\"_blank\" rel=\"noreferrer noopener\">Department for Levelling Up, Housing and Communities<\/a> published a press release on 23<sup>rd<\/sup> November 2021 detailing changes to the <a href=\"https:\/\/www.legislation.gov.uk\/uksi\/2015\/1693\/contents\/made\" target=\"_blank\" rel=\"noreferrer noopener\">Smoke and Carbon Monoxide Alarm (England) Regulations 2015<\/a>. These new regulations for smoke and CO alarms will improve safety standards in social housing for many people in England. This will bring them more in line with what is expected from private landlords.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What are the new regulations for smoke and CO alarms in social housing?<\/strong><\/h3>\n\n\n\n<p>Smoke alarms have been mandatory in private rented accommodation since 2015, but rules for social housing have remained less clear. Now, under new regulations announced this week, social housing providers will have to adhere to the following rules:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>All social housing must have a <a href=\"https:\/\/www.safelincs.co.uk\/smoke-alarms\/\">smoke alarm<\/a> fitted<\/li>\n\n\n\n<li>Any rented home including social housing must have a <a href=\"https:\/\/www.safelincs.co.uk\/co-detectors\/\">carbon monoxide detector<\/a> fitted if the property has a fixed appliance like a gas boiler or gas fire<\/li>\n\n\n\n<li>If a smoke or carbon monoxide alarm is reported as faulty, landlords or housing providers must fix or replace it as soon as possible<\/li>\n<\/ul>\n\n\n\n<p>Further details will follow on where the alarms should be fitted and any relevant alarm standards that must be adhered to.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"533\" src=\"https:\/\/www.safelincs.co.uk\/blog\/wp-content\/uploads\/2021\/11\/gas-boiler-co-poisoning.jpg\" alt=\"new regulations for co alarm and gas boilers\" class=\"wp-image-9802\" srcset=\"https:\/\/www.safelincs.co.uk\/blog\/wp-content\/uploads\/2021\/11\/gas-boiler-co-poisoning.jpg 800w, https:\/\/www.safelincs.co.uk\/blog\/wp-content\/uploads\/2021\/11\/gas-boiler-co-poisoning-300x200.jpg 300w, https:\/\/www.safelincs.co.uk\/blog\/wp-content\/uploads\/2021\/11\/gas-boiler-co-poisoning-768x512.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">Any rented home with a gas boiler will have to have a carbon monoxide alarm installed<\/figcaption><\/figure>\n\n\n\n<div style=\"height:24px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Greater consistency for safety in the rental sector<\/strong><\/h3>\n\n\n\n<p>Around 60 people die each year from carbon monoxide poisoning in England and Wales and many more from house fires. It is hoped these regulations will help to drive-up standards in social housing. Eddie Hughes, MP for Rough Sleeping and Housing said <em>\u2018I\u2019m proud that the new rules being proposed will ensure even more homes are fitted with life-saving alarms. Whether you own your home, are privately renting or in social housing \u2013 everyone deserves to feel safe and this is an incredibly important step in protecting those at risk.\u2019<\/em><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.safelincs.co.uk\/slim-line-digital-co-alarm-7dcoc-kidde\/\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"450\" src=\"https:\/\/www.safelincs.co.uk\/blog\/wp-content\/uploads\/2021\/11\/Kidde-carbon-monoxide-alarm-edited.jpg\" alt=\"Carbon Monoxide Alarm\" class=\"wp-image-9804\" srcset=\"https:\/\/www.safelincs.co.uk\/blog\/wp-content\/uploads\/2021\/11\/Kidde-carbon-monoxide-alarm-edited.jpg 600w, https:\/\/www.safelincs.co.uk\/blog\/wp-content\/uploads\/2021\/11\/Kidde-carbon-monoxide-alarm-edited-300x225.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><figcaption class=\"wp-element-caption\">Carbon monoxide alarms will be mandatory in social housing with a fixed appliance<\/figcaption><\/figure>\n\n\n\n<div style=\"height:37px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The <a href=\"https:\/\/www.nationalfirechiefs.org.uk\" target=\"_blank\" rel=\"noreferrer noopener\">National Fire Chiefs Council<\/a> (NFCC) welcomes these changes and believes many people will be safer in their homes as a result. Jim Bywater, NFCC said <em>\u2018The new regulations will contribute to reducing fire and carbon monoxide casualties and fatalities and bring consistency and greater protection to those living in both private and social rented homes.\u2019<\/em><\/p>\n\n\n\n<p>The news comes during <a href=\"https:\/\/www.sgn.co.uk\/news\/co-awareness-week-2021-dan-edwards\" target=\"_blank\" rel=\"noreferrer noopener\">Carbon Monoxide Awareness Week<\/a> and has been celebrated by the <a href=\"https:\/\/www.policyconnect.org.uk\/appcog\" target=\"_blank\" rel=\"noreferrer noopener\">All-Party Parliamentary Carbon Monoxide Group<\/a> (APPCOG). After conducting research studies into CO poisoning and poverty in the UK, they have been campaigning for change for a number of years.
